Ms. Bigelow has been general counsel for public entities as in-house counsel and is currently general counsel for the Apache Junction Water District, as well as working on behalf of the Firm's other public entity clients. In those capacities, she has developed a strong understanding of the legal issues involving access to public records, public procurement requirements, public finance, legislative drafting and enforcement, negotiation and drafting of intergovernmental agreements, sources of governmental authority and open meeting law, along with some expertise in water law and regulation. She has experience in the formation, operation and funding of special taxing districts (both municipal and county), formation and operation of municipal redevelopment areas, and economic development incentives. Ms. Bigelow has developed experience in several areas of the law since her graduation from the University of Arizona. She has done jury and bench trials and motion trial practice as well as appellate work flowing from the trial cases. She has briefed arguments and argued successfully before both the Arizona Court of Appeals and Arizona Supreme Court for her clients. |
