Profile
Susan Watchman practices exclusively in the area of health care. Her practice specifically emphasizes Medicaid and AHCCCS (Arizona’s Medicaid and indigent health care program), Medicare reimbursement, Medicare and Medicaid compliance, managed care, insurance reimbursement, and general health care law. Because of the complex nature of Arizona’s Medicaid program, she frequently works closely with clients on operational, financial, and clinical issues that affect reimbursement and compliance.

Ms. Watchman has represented providers and managed care entities in the development and negotiation of managed care contracts and dispute resolution. Her general health care practice encompasses a wide range of areas, including general practice management, quality assurance and utilization management, confidentiality, and licensing and certification, including administrative litigation resulting from regulatory action. Ms. Watchman also provides support to the firm’s transactional practice in the representation of health care providers engaged in joint ventures, mergers, acquisitions, or other business ventures.

Prior to joining the firm in 1989, Ms. Watchman served as a law clerk to the Honorable Levi Ray Haire, Arizona Court of Appeals. She received a Master of Public Health degree from the University of California Los Angeles in 1976. After receiving her M.P.H., she worked as a consultant to HMOs on federal qualification issues. She subsequently held positions with the Arizona House of Representatives, the Arizona Department of Health Services, and St. Luke’s Hospital and Medical Center in Phoenix. Ms. Watchman has also served as an adjunct professor at the Arizona State University College of Business Administration, where she taught health care jurisprudence. Ms. Watchman has been consistently selected for inclusion in the Best Lawyers of America since the 2003-2004 edition for Health Care.
