Burnham is a founding partner of Gammage & Burnham. Since his admission to the Arizona Bar in 1976, Mr. Burnham has developed an extensive commercial litigation, administrative law and legislative practice which has evolved to emphasize health care reimbursement matters. He has been continuously listed in the Best Lawyers in America since the 1991-92 edition under the specialty of Health Care Law. That edition was the first to list health care law as a specialty. He has also been named a Southwest Super Lawyer since the inception of that publication in 2007. Mr. Burnham and the firm's other health care lawyers represent essentially every private hospital facility within the State of Arizona as well as a variety of other types of medical providers. Mr. Burnham was involved in the 1982 implementation of Arizona's experimental Medicaid program, "AHCCCS," and subsequent legislative revisions of that program. Prior to that he handled cases which defined the responsibility of Arizona counties to pay for indigent health care. Mr. Burnham has handled all manner of commercial litigation matters including complex litigation against the State of Arizona arising out of the insolvencies of early Medicaid (AHCCCS) providers. He has handled over thirty reported appellate decisions with an overwhelmingly favorable "won/loss" record. He has litigated matters at all levels of the judicial system in a variety of courts including the United States Supreme Court, the United States Claims Court, the Ninth Circuit Court of Appeals, the Arizona Supreme Court, the Arizona Court of Appeals, and Arizona trial courts. Prior to founding Gammage & Burnham in 1983, Mr. Burnham was a partner with Jennings, Strouss & Salmon of Phoenix, Arizona which he joined in 1976. In 1983 he founded Gammage & Burnham with fellow Jennings, Strouss & Salmon partners, Grady Gammage, Jr. and Michael R. King. Mr. Burnham received his undergraduate degree, with distinction, from George Washington University in 1973 where he was elected to Phi Beta Kappa. He received his J.D. degree from the Northwestern University School of Law in 1976. |
